Duties
What makes this role unique?
As the Senior Legislative Planner, you will serve as the Air Quality (AQ) Program's senior policy consultant for legislative matters and stakeholder and Tribal outreach. In this role, you will provide leadership, guidance, and support on policy and legislative initiatives, and will coordinate the development of highly complex environmental programs, policies and legislation.
What you will do:
Coordinate the development of highly complex environmental policies and legislation related to air pollution and greenhouse gas emissions.
Write, review, and conduct analysis of legislation and regulatory development.
Manage and oversee bill analyses, including assigning and coordinating work assignments with program staff.
Draft and coordinate the development of testimony for the program and agency, and provide testimony to legislative committees as appropriate.
Develop presentation materials, focus sheets, etc. for legislators, stakeholders, Tribes and the general public, working closely with the Program Communications Manager.
With the Air Quality Program Manager, manage the development of agency request legislation and budget decision packages for the Program.
Ensure effective coordination and communication with legislators and staff, Governor's senior policy staff, congressional staff, senior agency management, Tribes and stakeholders
Coordinate the development and submittal of legislative reports and related analyses submitted to the Legislature.
Required Qualifications
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.
Option 1:
A Bachelor's degree with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, political science, government relations, environmental science, environmental studies, or closely related field.
AND
Seven years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development conducting research and analyzing policies, laws, rules, or regulations.
Examples of professional experience may include some or all of the following:
Serving as a policy lead or policy analyst for environmental, climate, or energy related work.
Providing legislative testimony or contributing to legislative strategy or bill analysis for an organization.
Working as a regulatory analyst or planner for a local state or federal government.
Researching or writing rules for a regulatory agency.
Option 2:
A Master's degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, political science, government relations, environmental science, environmental studies, or closely related field.
AND
Five years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development conducting research and analyzing policies, laws, rules, or regulations.
Examples of professional experience may include some or all of the following:
Serving as a policy lead or policy analyst for environmental, climate, or energy related work.
Providing legislative testimony or contributing to legislative strategy or bill analysis for an organization.
Working as a regulatory analyst or planner for a local state or federal government.
Researching or writing rules for a regulatory agency.
Option 3:
Two years of experience as an Environmental Planner 4, at the Department of Ecology.
This position requires a unique blend of experience and training in legislative and policy development, strategic and legislative analysis, strategic planning, and stakeholder communications, as well as excellent public speaking, presentation, and writing skills.
